What the letter covers
The letter addresses HUD's Permanent Foundations Guide for Manufactured Housing (PFGMH) requirements: permanent foundation supports, anchorage/tie-downs, removal of towing gear, site suitability, and perimeter enclosure — based on photo documentation captured under our guided protocol plus review of the appraisal report. The letter states its methodology plainly. The engineer retains the unconditional right to request retakes or a site visit, and no certification is issued until the engineer is satisfied.
